Totally agree with all of your points. Even myself, I designed multiple automation frameworks in my life, I would argue that a Developer could do a better job. But only if the Dev understands the goal of the automation framework and why it exists. I have seen Developers create frameworks that resulted complete, unusable, s**t. I was actually brought in to clean up their work and make it better.

But when I work with Developers, give them requirements, the framework comes out excellent and quick. Especially since they know all the design patterns and best practices.
